New Features
- Added 3G-SDI SMPTE level (A/B) configuration to decoder
- Added configurable jitter buffer to decoder, pick between lowest latency and best quality (buffered)

- Added additional statistics -- max network outage and layers
- Millisecond stats only show one decimal place
- Retry requests are always enabled
- Encoder bitrate starts at 100% of target when adaptive bitrate is enabled, was 50% previously
Bug Fixes
- Decoder stream sometimes failed to initialize when system started
- Improve Core control/status connection robustness
