Added per-port modem configuration and status for Bond Module

Display carrier information when NODE modems are connected
Change QP range based on bitrate when rate control is set to auto
Modified settings are reverted if user dismisses 'unsaved changes' message and navigates to another page of the web UI
MPEG-TS is set to always auto start
